Compliance Replaces Understanding
The form is completed, the risk remains, and everyone is technically satisfied.
How it starts
A checklist, policy or control is created to make sure important things are not missed. This is often sensible. Memory is unreliable and people are busy.
How it drifts
Passing the control becomes easier to manage than understanding the risk. The question changes from "is this safe enough?" to "have we completed the required fields?"
Why it survives
Compliance creates defendable evidence. Understanding is harder to store, audit and summarise. So the organisation keeps the artefact even when the artefact stops proving much.
What to watch
Look for teams that can produce the paperwork faster than they can explain the situation the paperwork is meant to protect.
Questions worth asking
- What risk is this control meant to make visible?
- Could someone pass the process while missing the point?
- Who is rewarded for noticing that the form is not enough?
- What would a curious reviewer ask next?
